Online Gaming: France prepares the ground

In the world of online gaming in France the outline of the future law on internet gaming is beginning to be known although certain information has already been released, namely the type of games permitted (poker, sport betting and horse racing) or the mission of the Online Gaming Regulatory Authority (ARJEL). Eric Woerth, the minister for the Budget, has well and truly eliminated the fateful date of January 1st 2009 to grant the first French gaming licences. One must wait until the first quarter (or even the first semester 2010?, editor's note) before French internet users can legally bet on online gaming sites of their choosing. One thing is certain: the french  will be able predict online results of football world cup matches which will take place in South Africa. But before online players can tick the right boxes for football matches they must pass by the “ National Assembly ” box so that the law may be examined on the 7th and 8th of October. The ARJEL is doing everything to be operational on D-day in a few months time and to study the files of the many operators who are awaiting this fateful moment. It must be said that they have been patient for several years waiting at the gates for the doors of the ARJEL to open so they could hand in their candidacy file. The ARJEL will employ no less than 80 people who will scrutinise what goes on online and will pursue operators who don't have a French gaming licence. These “cyberpatrollers” will have as their mission to flush out illegal online gaming sites and will make sure that the hundred operators who will receive the French gaming licence respect the law. Thus, as frequently happens in the world of business, “mystery players” will pass themselves off as ordinary clients and will be asked to check if the rules are scrupulously respected and if the means of verifying players' identities or the protection of minors is applied.

A real “witch hunt”will be put in place against the illegal sites who don't have a French gaming licence. The financial transactions and the connection of theses sites will be blocked so that French internet users only play on sites with French licences. Besides this the bets on online poker sites will be limited to one euro to fight against addiction. As for the directors who have been condemned in the courts their online gaming sites will be considered as “persona non grata” and won't be able to offer their services to French players. Sites which have a database of French players must put their counters back to zero to offer their games to French internet users... something which is unimaginable for numerous online poker, sport betting or horse racing sites. In fact imagine that Zeturf, Bwin, Unibet, Betclic or other online gaming sites who have been on the web in France for many years put their counters to zero of the base of players in France. Could they draw a line under the French players acquired over all those years? Place your bets...To be continued.
