Having had their action against the city of Lyon dismissed by the administrative court, the Belgian casino owner Circus has just decided to withdraw from the competition to manage the Pharaon casino. In the course of the renewal of the concession of this International City establishment, the Circus group put itself forward, becoming an outsider against the outgoing concession holder, the Partouche group. But very quickly the Belgians decided that the City of Lyon, which is in charge of appointing the next manager of the place, hadn't observed all the conditions of fair competition. Not being upheld by the court, Circus simply ended up bowing out.

In its press release, the Belgian candidate declared that “this withdrawal from the procedure is  all the more regrettable because it took the application particularly seriously, working over several months on site and having made different agreements in partnership with cultural (cinema, music, shows, events), social and high class restaurant groups...” Since the tenders for this public service concession are still ongoing, the City of Lyon didn't wish to comment on this withdrawal. Partouche now finds itself the only candidate for its own succession.
